Emission Inventory Workshop Information
Provides information about the current threshold changes and
an introduction to the upcoming Emission Inventory major changes

The emission inventory is required by federal regulation 40 CFR Part 51 - Air Emissions Reporting Requirements (AERR) and requires that emissions data be collected from certain facilities by all state agencies responsible for regulating air pollution. Georgia's Air Protection Branch is also collecting emissions data to obtain information necessary for the development of State Implementation Plans required by the 8-hr ozone NAAQS and the PM2.5 NAAQS. This is being conducted under the authority of Georgia Rule 391-3-1-.02(6)(b)1.(i).

Two significant changes occur this year due to the new AERR rule finalized in December 2008. The definition of a point source was changed to be more in line with a Title V major source based on potential emissions. Therefore the threshold tables are based on potential emissions and actual emissions are reported. Secondly, the State has 6 months less time to submit the completed inventory to EPA, therefore the deadline was moved to July 7, 2010. The deadline has been extended due to the upgrades made to the GECO registration and navigation systems.

NOTE: Facilities identified by the Air Protection Branch (APB) as those that might need to participate in the Calendar Year 2009 emissions inventory will be receiving information about the process in the mail in late January to early February 2010.

 
Which Facilities Need to Submit Data for Calendar Year 2009?

Facilities whose potential emissions equal or exceed the thresholds shown in the table below for any of the indicated pollutants are required to submit emissions data by no later than June 30, 2010 . If your facility’s potential emissions of ALL the pollutants in the following table are less than the indicated thresholds, you may choose to opt out of participation in the emission inventory process. To opt out, choose the appropriate option on the web form after loging on and follow the provided instructions.

 
NOTE: Facilities whose NOx and/or VOC actual emissions are greater than 25 tons per year and are in the Atlanta metro maitenance area are required to submit an annual Emissions Statement. For additional information, go to the Emissions Statement webpage.

To submit the Emission Inventory, facilities must use the Georgia Environmental Connections Online applicaiton or simply GECO. GECO was created to enable a user to access multiple facilities through one user login. GECO also provides additional facility information, as well as the online applications we have made available in the past, including the Emission Inventory. Workshop Opportunites for the Calendar Year 2009 Emission Inventory
Due to the changes in the AERR definition of applicable facilities and the upcoming changes to the emission inventory format, the Data Management Unit is planning on hosting information and training sessions in Atlanta and Savannah this Spring.
